Celebrating 25 Years of the Americans with Disabilities Act

This year we celebrate the 25th anniversary of the passage of an historic piece of legislation, the Americans with Disabilities Act (ADA). For the millions of Americans living with a disability, the ADA provides protection from discrimination and guarantees equal opportunities in order to promote accommodations that can help people live full, productive lives. As someone in long-term recovery from a substance use disorder, I strongly share this ideal.

Just as people with physical disabilities benefit under the ADA, people in recovery from substance use disorders are also protected by this landmark legislation .  Our communities have a lot in common - we both face some of the same discrimination, stigma, and historical restriction of opportunities. Our shared experience brings us together.


With approximately 56.7 million Americans living with a disability and an estimated 21.6 million Americans living with a substance use disorder, we are a significant portion of the US population. 12 Despite our numbers, we still face stigma and discrimination in healthcare, education, housing, and employment. The Office of National Drug Control Policy (ONDCP) is working to dismantle the stigma experienced by individuals with substance use disorders, just as the National Council on Disability (NCD) and many others are working to abolish discrimination and stigma surrounding all disabilities.  If we combine our numbers, our voices, and our collective experience, we have the opportunity to make our voices heard in all walks of life. 


As we celebrate the ADA, let us commit to join forces to address the common challenges faced by our communities. Together, we can work on increasing access to treatment for all people and create a higher standard of care and accommodations through cultural competency training. We can make a significant impact in destigmatizing disability, encouraging compassion and tolerance, and advocating for equality for all persons.


We can carry out that work today, as we celebrate the ADA. But we can also continue that work as we celebrate National Alcohol and Drug Addiction Recovery Month. Each September, ONDCP joins with the millions of people in recovery to observe Recovery Month, and I want to ask you to join the celebration.  This year the theme is "Join the Voices for Recovery: Visible, Vocal, Valuable!"

Together, we can join voices to reduce stigma and spread our shared message of effective treatment and successful recovery for anybody with a substance use disorder or disability.

Haben Girma. My ADA story: A deafblind lawyer dismantling digital barriers


The President shared a moving story of how, in the years before Congress passed the ADA, his father-in-law -- who had multiple sclerosis -- would sometimes hold himself back because he didn't want his disability to inconvenience others. With that story, President Obama reminded Americans that "We've got to tear down barriers externally, but we also have to tear down barriers internally."

As someone who has struggled against attitudinal barriers, I loved hearing our President encourage the world to view access for people with disabilities as a civil and human right.

As a deafblind student, I witnessed advocates using the ADA to change social attitudes. The National Federation of the Blind regularly referenced the ADA when explaining to technology developers why designing access for people with disabilities is a necessity and not some optional cherry atop the Silicon Valley sundaes. I heard how the National Association of the Deaf used the ADA to increase closed-captioning online, and how Disability Rights Advocates used the ADA to compel Target's tech team to make their website accessible to blind Americans.

Impressed by the success of the advocates, I felt inspired to join them. Back then, and even now, I encountered so many barriers in the digital world. Not because of my disability, but because of attitudes among tech developers that trivialize access for people with disabilities.

When I entered Harvard Law School, I encountered a serious question: How would a deafblind student succeed? I remember the first time I presented my communication system to a real-live lawyer. I felt many of the insecurities probably experienced by President Obama's father-in-law. Would the lawyer think I was somehow inconveniencing her or slowing her down?

Knowing the power of confidence, I hid my insecurities and put on a smile: "Would you mind typing on this keyboard since I can't hear you? I'll be able to read what you type on this braille display." To my surprise, she started typing.

I started to think that maybe, just maybe, I would survive law school.

Not only does the ADA make it possible for people with disabilities to obtain a world-class education, but it also empowers us to overcome our own insecurities in pursuit of our dreams. Two years after law school, through my work at Disability Rights Advocates, I helped achieve a legal victory in National Federation of the Blind v. Scribd, the second decision to hold that the ADA applies to e-commerce.

Twenty-five years after the ADA, advocates still encounter attitudinal barriers among tech companies that continue to insist that they don't have to provide access for people with disabilities. Given the necessity of accessing online services in today's world, all of us with disabilities will continue to turn to the ADA to tear down barriers.

President Obama leads our nation in the quest to remove external and internal barriers. I received the honor of meeting our President at the White House celebration of the 25th anniversary of the ADA. Even though he had never communicated with a deafblind person through a digital braille display and QWERTY keyboard, he gracefully switched from speaking to typing.

Through our conversation, I experienced the genuine warmth of our President, his attentiveness to people, his understanding of the value of technology in connecting people, and his sincere belief that people with disabilities, like his father-in-law, should never let attitudinal barriers stop us from pursuing our dreams.

Nearly 2.5 million people who had petitioned us to take action on something heard back from us today.

We want to make sure those responses aren't the final page -- but rather, the start of an ongoing conversation.

We're starting that conversation on Twitter -- where folks across the White House are taking your questions all day long (I'll be personally taking your questions on @Goldman44 at 3:30 p.m. Eastern). Follow @WeThePeople, and join in using hashtag #WeThePeople.

Moving forward, we're going to be changing a few things about We the People. Here's what that will look like: 
  1. First, from now on, if a petition meets the signature goal within a designated period of time, we will aim to respond to it -- with an update or policy statement -- within 60 days wherever possible. You can read about the details of our policy in the We the People Terms of Participation.
  1. Second, other outside petitions platforms are starting to tap into the We the People platform. We're excited to announce today that Change.org is choosing to integrate with the We the People platform, meaning the future signatures of its 100 million users will count toward the threshold for getting an official response from the Administration. We're also opening up the code behind petitions.whitehouse.gov on Drupal.org and GitHub, which empowers other governments and outside organizations to create their own versions of this platform to engage their own citizens and constituencies.
  2. Third, and most importantly, the process of hearing from us about your petition is going to look a little different. We've assembled a team of people responsible for taking your questions and requests and bringing them to the right people -- whether within the White House or in an agency within the Administration -- who may be in a position to say something about your request.

We did it!

The epic, first exploration of Pluto and its moons by NASA's New Horizons mission was completed last week, on Tuesday, July 14. And it captured the attention and imaginations of people across America and the entire world.

New Horizons is truly an American-made product, and one we can all be proud of. More than 2,500 Americans worked to design, build, launch, and fly New Horizons.

This NASA-industry-academia team included major partners at the Johns Hopkins Applied Physics Laboratory, the Southwest Research Institute, Ball Aerospace, Boeing, Lockheed Martin, United Launch Alliance, KinetX Corporation, Aerojet Rocketdyne, Stanford University, the University of Colorado, and the Jet Propulsion Laboratory, as well as dozens of other universities and small companies who contributed.

The New Horizons team spells out a token of their appreciation at the Johns Hopkins University Applied Physics Laboratory in Laurel, Maryland.

The people who created New Horizons to complete the first reconnaissance of the planets delivered on the promise we made in 2001 to explore the Pluto system. We invested 15 years of our careers and lives to do this, to create knowledge, to show the United States on its game, to inspire kids and adults alike -- across the world -- and to make you proud.

In addition to gathering incredible science, one of my hopes for the flyby was that we'd excite people about the power of exploration, the sheer audacity of our species, and the great things we can achieve. And it's working -- from an unprecedented response on social media to global news coverage, the exciting and historic nature of New Horizons has really caught on!

It took us more than nine years to cross the 3 billion miles of space to get to Pluto -- and you have followed our journey, supported us, and believed in our mission. We can't thank you enough for that, or for your support of NASA that made New Horizons possible.

Manuel: Why I'm at the White House today


 
When I stepped onto Brown University's campus for my first semester, I wasn't ready.

I'm the son of two Mexican immigrants, and the first in my family to go to college. During my freshman year, though, I felt surprisingly out of place I had worked hard to get there, but so many of my classmates came from wealthy families, were better-read, and seemed more prepared. And at a few points, I felt like I didn't actually deserve to be at Brown.

Fast forward a couple of years, and I'm now a rising senior, ready to get my diploma. Because I was able to connect with other people who had shared my experience and gotten through it, as well as professors and advisors who went out of their way to help me, I've learned how to feel comfortable in the uncertainty.


That's why I'm at the White House today for the First Lady's "Beating the Odds" summit -- an event that will take a look at how we can help more students who are just like me successfully transition to college and give them the tools and resources they need to finish their higher education.


At the summit, First Lady Michelle Obama will host more than 130 college-bound students from across America. These students come from all walks of life -- urban, rural, foster homes, homeless, special needs, and other underrepresented areas.


 But they all have one thing in common: They've all overcome substantial challenges and obstacles to get through high school and make it to college.

For every student who's made it onto a college campus, though, there are far too many others who just don't have the support and the tools they need to get to the next level.

As the First Lady said earlier this year, "We simply cannot afford to lose out on the potential of even one young person. We cannot allow even one more young person to fall through the cracks."

So let's do everything we can to prevent more kids from falling through the cracks. All too often, you hear the phrase, "Where there's a will, there's a way." Let's do everything we can to make that "way" possible for more kids across our country.

Last week, at a coding event in New Orleans, 14-year-old Demond Fortenberry blew me away with his data-savvy and curiosity.

At the event, hosted by local nonprofit Operation Spark, the City of New Orleans previewed four policing-related data sets. As the password for viewing the data came up on the screen, I reflexively cracked open my laptop to dive in but fortunately, I had the good sense to close it back up. This time, I wanted to experience the unveiling of a new data set from the perspective of a young coder.

And I'm glad I did.

I was a little nervous at first about whether this never-before-seen data would catch the attention of Demond and the other young coders. But watching Demond work with the data -- and build a collaborative working relationship with city leadership in the process -- removed any of those fears.
From incident locations to readouts on the demographics, he recognized what was happening in his community, and he started to ask questions.

Because of the initiative, we're seeing a lot of innovative ideas across the country just like last week's coding event. The Seattle Police Department recently hosted a workshop for law enforcement agencies and technologists on balancing privacy and transparency in body camera data. And the Dallas Police Department posted 12 years of data on officer-involved shootings in a machine-readable format so anyone can analyze and visualize the data.

By bringing community members and leaders together with top technologists, researchers, data scientists, and design experts, the Police Data Initiative is accelerating progress around data transparency and analysis  a critical step toward the ultimate goal of building trust between police and the communities that they protect and serve.

I'm Ben Rhodes, a Deputy National Security Advisor to President Obama. For the past few years, I've been working closely with America's negotiating team, which was tasked with finding a way to achieve a diplomatic resolution that prevents Iran from obtaining a nuclear weapon.
Last week, after two years of tough negotiations, our team along with our international partners achieved just that.
It's a historic deal. It blocks every possible pathway Iran could use to build a bomb while verifying -- through a comprehensive inspections and transparency regime -- that Iran's nuclear program remains exclusively peaceful.
The deal is called the Joint Comprehensive Plan of Action (JCPOA), and it's important that everyone here and around the world understands exactly what's in it and how it'll work.

That's why we launched @TheIranDeal -- a Twitter account that is dedicated to delivering the facts and answering your questions about the deal and how it enhances American national security. Follow along now.

There are already a lot of myths, misinformation, and falsehoods out there about what this deal will do and what it means for the future of our national security. This is a strong deal, with significant constraints on Iran's nuclear program, and unprecedented access to Iranian nuclear facilities -- including 24/7, continuous monitoring.

And make no mistake, without this deal, we won't have those constraints and we won't have that access. That's why President Obama has warned that without this deal, we risk another conflict in the Middle East.

Приглашение было принято, и в июле 1990 года состоялась эта историческая поездка. Две недели пребывания в Токио были наполнены тренировками, которые длились по 6-8 часов ежедневно, беседами и встречами, во время которых обсуждались исторические традиции и философские концепции стиля Сериндзи-рю, а также методологическое построение Косики каратэ и правила проведения соревнований. Было довольно много поездок и к ведущим специалистам в различных областях боевых искусств, в том числе кендо, айкидо, дзюдо, а также различных стилях каратэ-до....

Earth.

Not mounted on a stand, with color-coded state and national boundaries, as schoolroom globes are prone to display. Instead, we see our world as only a cosmic perspective can provide: blue oceans, dry land, white clouds, polar ice. A sun-lit planet, teeming with life, framed in darkness.

In 1972, when NASA's Apollo 17 astronauts first captured an entire hemisphere of our planet, we were treated to such a view. The Blue Marble, it was called. The Space Program's unprecedented images of Earth compelled us all to think deeply about our dependence on nature and the fate of our civilization.

Of course, at the time, we had other distractions. Between 1968 and 1972, the United States would experience some of its most turbulent years in memory, simultaneously enduring a hot war in Southeast Asia, a Cold War with the Soviet Union, the Civil Rights Movement, campus unrest, and assassinations. Yet that's precisely when we voyaged to the Moon, paused, looked back, and discovered Earth for the first time.

The year 1970 would celebrate the first Earth Day. In that same year, the Environmental Protection Agency (EPA) and the National Oceanic and Atmospheric Administration (NOAA) were formed with strong bipartisan support. In 1972, the pesticide DDT was banned and the Clean Water Act was passed. And one year later, the Endangered Species Act would be enacted, the catalytic converter would be introduced, and unleaded automotive emission standards would be set. A stunning admission that we're all in this together, with a common future on a shared planet.

Regrettably, we still live in a turbulent world. But we now have at our disposal, not simply a photograph of our home to reflect upon, but continual data of our rotating planet, captured 13 times per day, by the robotic Deep Space Climate Observatory (DSCOVR), a specially designed space camera and telescope, launched and positioned a million miles from Earth.

We will now be able to measure and track sun-induced space weather as well as global climatic trends in ozone levels, aerosols, vegetation, volcanic ash, and Earth reflectivity, all in high resolution -- just the kind of data our civilization needs to make informed cultural, political, and scientific decisions that affect our future.
Occasions such as this offer renewed confidence that we may ultimately become responsible shepherds of our own fate, and the fate of that fragile home we call Earth.
